Purpose

To approve the 2025-2055 HRA Business Plan

Decision

The Cabinet agreed to the following recommendations:

1) Agree the priorities of the HRA, as set out in the Business Plan report, the updated Business Plan, and financial projections

2) Note the HRA Business Plan will be considered by the Overview and Scrutiny (O&S) Budget Task Group for comment, as part of the budget scrutiny process

3) Recommend to Council to make financial provision for the continuation of the “street purchase” programme, by approving the financial limits for each municipal year set out in paragraph 31 in conjunction with the existing delegation to the Assistant Director of Housing in consultation with the Assistant Director of Finance to approve the purchase of properties (Scheme of Delegations to Officers, para. 10.8)

4) Authorise the Solicitor to the Council and Monitoring Officer, in consultation with the Assistant Director of Housing, to negotiate, finalise, and complete all necessary legal agreements and other documents to give effect to the transactions contained within the agreed Business Plan.
