Decision

1. 1.     To approve award of a call-off contract incorporating the terms of the NEC4 Professional Service Contract (as amended) to WSP through the SEWTAPS Framework, under the direct award procedure at £331,264.59 plus VAT inclusive of the 0.45% SEWTAPS fee subject to the application of the SEWTAPS indexation applicable 1 April 2026.  
2. 2.     To provide the authority to the Director of Highways and Transportation to implement the required NEC4 SEWTAPS contract requirements and deliver the associated monitoring arrangements. 
3. 3.     To provide authority to officers, in line with the scheme of delegation and in consultation with the Executive Director for Environment, to approve and instruct changes in accordance with the NEC4 SEWTAPS contract, including invoking the extension Clause subject to WSP meeting the terms of the contract.
