Decision

The proposals to be advertised and any objections to
be the subject of a report to Cabinet. If there are no objections
the Head of Highways & Engineering and the Head of Legal
Services be authorised to make and implement the Order.
 

Reasons for the decision

A planning
consent was granted on the 15th of November 2017 for a
new development of 61 houses with a new access from Hough Lane,
Wombwell in Barnsley.
 
As part of
the planning consent, conditions were imposed to protect the
visibility at the new access road junction (Midland Way) and Hough
Lane.
 
These measures have been proposed
to protect
to protect visibility,
prevent inconsiderate and obstructive parking on the junctions and
improve the free flow of vehicles
 
Local Ward Members, Ward Manager, Emergency
Services, SYMCA, Parking  Enforcement
and Logistics/ Haulage companies were consulted on the
19th of June 2024 and no objections were received. For
this reason, the proposed Traffic Regulation Order (TRO) has been
deemed suitable to progress to the next stage of the TRO process
and is now subject to public consultation.

2024.

 

Notices have been posted on lamp on
the streets concerned. 
 

Residents, local businesses and other
interested parties may submit their support or

objection for the proposed TRO at any
time within the consultation period.
 

Alternative options considered

Alternative proposals to prevent obstruction of the
junction, such as timed/ limited no waiting (single yellow lines)
were considered but would not provide junction protection at all
times of the day/night.

 

Physical engineering measures were also considered
(bollards, railings), but these were deemed to be too intrusive on
the carriageway and footway for other road users.
