Decision

The proposals to be advertised and any objections to be the subject of a report to   Cabinet. If there are no objections the Head of Highways & Engineering and the Head of Legal Services be authorised to make and implement the Order.

Reasons for the decision

A planning consent was granted on the 27 July 2017 for a new development of 20 houses with a new access from Cemetery Road, Hemingfield in Barnsley.

As part of the planning consent, conditions were imposed to protect the visibility at the new access road junction and Cemetery Road.

Barnsley Council proposes to introduce ‘No Waiting at Any time’ restrictions on part of Cemetery Road. The proposed restrictions will extend beyond the junction of Cemetery Road and Lady Croft Lane, as otherwise displaced parking could create obstruction and visibility issues at this junction.

As part of the planning agreement, 4 properties along Cemetery Road which will be directly affected by the proposed restrictions have been provided with off street parking spaces within the new development.

Local Ward Members, Ward Manager, Emergency Services, SYMCA, Parking Enforcement and Logistics/Haulage companies were consulted on the 4 December 2023 and no objections were received. For this reason, the proposed Traffic Regulation Order (TRO) has been deemed suitable to progress to the next stage of the TRO process and is now subject to public consultation.

Details of the TRO will be advertised inthe local press (Barnsley Chronicle), made available at the Lightbox library, 1 The Glass Works in Barnsley and the branch library on High Croft in Hoyland on the 8 March 2024. Notices have been posted on lamp columns on the streets concerned and posted through residents’ doors.

Residents, local businesses and other interested parties may submit their support or objection for the proposed TRO at any time within the consultation period.

Alternative options considered

Alternative proposals to prevent obstruction of the junction, such as timed/limited no waiting (single yellow lines) were considered but would not provide junction protection at all times of the day and night.

Physical engineering measures were also considered (bollards, railings), but these were deemed to be too intrusive on the carriageway and footway for other road users.
