Implement direct award under North East Procurement Organisation framework  - NEPO 513.

Contract term:  5 year contract  – 3 years, plus 12 months, plus 12 month

Costs:  Business Rates - £43,000 over the 5 years   Council Tax - £95,000 over the 5 years

Funding:   Funding is already set aside within Operational Finance resource envelope to cover these costs.

Reasons for the decision

The NEPO 513 Framework includes the relevant supplies and services we require to implement in order to fulfil insolvency work in relation to the collection of debt owed to the council.

The current incumbent supplier for insolvency is actively engaging with over 100 cases, progressing with a direct award for this contract will enable consistency in collections and avoid duplication in the recovery process.

Alternative options considered

In-house provision – BMBC Legal team do not provide this service.

Go out to full  procurement – lengthy process and we do not have the resource at the moment and will lose consistency in the current collection process.
