Decision

For theGroup Leaderswithin thePlanning and BuildingControl Serviceto beauthorised to determine relevant decisions on behalf of the Service as per the details set out in Appendix 1.

As ExecutiveDirector Growthand Sustainability thefunctions ofPlanning andBuilding Control within their Directorate.As the current Head of Planning and Building Control vacateshis positionwith theCouncil onMonday, 7August andtheir replacementis not dueto commenceemployment with the Counciluntil Monday, 2October 2023, the ED Growth and Sustainability wishes to ensure those powers remain exercisable by the Group Leaders in the intervening period.

Therefore, in accordance with paragraphs 10 and 12 of Part 3 of the Constitution – Delegations to Executive Officers, the ED Growth and Sustainability delegates the powers of the Head of Planning and Building Controlto the Group Leader within the Service including authority to sign any document to give effect to the exercise of those powers.

Reasons for the decision

Byextending thedelegated powersto thepool ofGroup Leaderswithin theService, it allows continuation of service in the absence of a Head of Service.
