Purpose

The purpose of this report is to set
out the council’s response to the pre-submission consultation
(Regulation 14) on the Silchester Neighbourhood Plan (SNP). Once
adopted, the Plan will become part of the statutory development
plan for that area and will be used, alongside local and national
planning policy and guidance, to determine planning
applications.
 

Decision

The decision is that:

It is agreed to submit the comments on the draft Silchester Neighbourhood Plan (as
set out in Appendix 1) to the Parish Council in response to their
pre-submission (Regulation 14) consultation.

Reasons for the decision

It is proposed that the LPA’s
comments on the Silchester
Neighbourhood Plan, should be submitted to the Parish Council as
part of their pre-submission consultation. The Local Planning
Authority’s comments on the draft plan are largely positive.
However, it is considered that some amendments are required to give
the Neighbourhood Plan the best possible chance of successfully
progressing through examination.
 

Alternative options considered

The Local Planning Authority could
decide not to respond to the consultation. However, this would
result in a missed opportunity to assist the neighbourhood planning
group in producing a plan which meets the basic conditions.
