Purpose

To approve a CIL spending protocol for
implementation from 2025/26 onwards.

Decision

Cabinet agree:
 
1)        
The process for spending Strategic CIL, including how and when the
council should engage with external infrastructure providers.

 
2)        
The process for spending Neighbourhood CIL in areas without town or
parish councils.
 
3)        
Subject to a three week consultation with the Town and Parish
Councils on the CIL Spend Protocol, to delegate authority to the
Head of Planning and Infrastructure in consultation with the
Cabinet Member for Strategic Planning and Infrastructure to:

Consider the consultation response and to approve the final CIL
Spend Protocol
·       
Make future updates to the CIL Spend Protocol
 
4)        
That the Cabinet Member for Strategic Planning and Infrastructure
in consultation with the Cabinet Member for Finance and Property be
delegated authority to make urgent funding decisions outside of the
bidding process.
