Purpose

District Level Licensing (DLL) is a strategic
approach to the impact of development on Great Crested Newts as
European Protected Species. It is a Natural England developed and
sanctioned approach to supporting development and GCN populations.
Hampshire County Council and all the Local Planning Authorities in
Hampshire have been working with NatureSpace to develop a county
wide approach to delivering DLL. Approval is sought to sign up to
the DLL so as not to stimy development and to ensure we offer the
opportunity for strategic investment in our GCN populations and
other species that benefit from pond creation.

Decision

1.    
Approve the partnership approach to provide District Level
Licensing for the protection of Great Crested Newts.

 
2.    
Approve supporting the application by Naturespace to Natural
England to enable Naturespace to issue licences on behalf of
Natural England for relevant applications within the borough.
 
3.    
Delegate authority to the Head of Environment and Community
Services to sign the letter at Appendix 1 of the report, for
submission to Natural England accompanying the application for a
district level organisational licence.
