Purpose

The procurement of vehicles and plant to replace end-of-life assets within the Council’s fleet during 2026/27 ensuring fleet assets continue to be managed effectively and efficiently through the deployment of vehicles and plant that meet the latest legislative, safety and emissions standards. The replacement programme will prioritise electric vehicles (EVs) and also support improved fuel efficiency and ensure the fleet remains aligned with the evolving operational requirements of Council services.

Also included is the procurement of frontline recycling vehicles to be replaced in 2027/28. Given the volume of vehicles required and the extended lead-in times associated with vehicle manufacture and delivery, it is necessary to place orders during 2026/27 to secure production capacity and delivery slots for the 2027/28 operational period.

To fully approve capital budget of £1.281,447 in 2026/27 and £10,530,000 in 2027/28

Alternative options considered

Extending the life of the vehicles is an ongoing consideration and vehicles have already been moved to our future year replacement programme wherever possible.
Extending the life further on the remaining vehicles will lead to increased down time and additional maintenance costs. Contract hire has not been chosen as this is generally less flexible on vehicle specification and more expensive than the capital recharge costs.
