Purpose

To obtain Cabinet's retrospective approval of the Bath & North East Somerset (B&NES) Local Special Educational Needs and Disabilities Plan (SEND) Reform Plan, which was submitted to the Department for Education (DfE) in June 2026 in line with national requirements.

Decision

That Cabinet:

1)  Retrospectively approves the B&NES Local SEND Reform Plan submitted to the Department for Education in June 2026.

2)  Notes that feedback from the Department for Education is expected in September 2026.

3)  Endorses the continued implementation of the Plan to strengthen inclusion in mainstream education, improve outcomes for children and young people, and secure better value for money.

Reasons for the decision

The Department for Education required all local areas to submit a Local SEND Reform Plan setting out how national SEND reforms will be delivered locally.

The B&NES Local SEND Reform Plan was submitted on time in June 2026 and reflects extensive partnership working with education, health, and parent carer representatives.

The Plan has been formally agreed and signed off by senior leaders across the local authority, the cabinet member for children's services, the Integrated Care Board, and the Parent Carer Forum.

The Department for Education has confirmed that feedback on submitted plans will be issued in September 2026. The Council will review this feedback and update delivery plans and governance arrangements accordingly.

The Plan sets out a clear framework to build on the strong foundations already in place in B&NES. It will enable the Council and its partners to:

·  Strengthen inclusive practice across mainstream education.

·  Improve early identification and intervention.

·  Build confidence among families and professionals.

·  Improve outcomes for children and young people.

·  Deliver better value for money.

This aligns with the shared ambition that all children and young people belong and can thrive in inclusive local provision.

Alternative options considered

None. Submission of the Local SEND Reform Plan was a national requirement.
