Decision

a.      
To approve the surrender of the existing leases at
Broadway Square and Broadway Shopping Centre and the grant of a
single new lease of the same premises (paragraph 11.2);

b.       
To delegate to the Director of Finance and Corporate
Services, in consultation with the Cabinet Member for Resources, to
finalise the terms for the surrender and grant of the leases at
Broadway Square and Broadway Shopping Centre broadly in the form
set out in exempt Appendix E and that the receipts for Broadway
Shopping Centre be available to fund transformation as per the
Flexible Use of Capital Receipts Strategy agreed at Public Cabinet
and Council in February and March 2024, respectively (paragraphs
11.2-11.3);

c.       
The Deputy Director (Legal and Democratic Services)
be authorised to undertake all necessary actions to finalise and
enter into the surrender of the existing leases and new
lease;

d.       
To agree the current planning assumptions used in
the Medium Term Financial Strategy for 2025/26 to
2028/29;

e.       
To approve the Council’s Local Productivity
Plan as set out in Appendix B for submission to the Department for
Levelling Up, Housing and Communities and delegate authority to the
Chief Executive to update the Plan in consultation with the Cabinet
Member for Resources (paragraph 1.15-1.17);

f.        
To delegate to the Cabinet Member for Resources a
decision to proceed with a consultation on changes to the
Council’s Council Tax Reduction Scheme and report back to
Public Cabinet later on in the Medium Term Financial Strategy
budget cycle if required (paragraph 6.4);

g.       
To note the latest forecast position for the Medium
Term Financial Strategy;

h.       
To note the financial modelling to be conducted over
the summer by Officers to consider the medium term impact on the
Medium Term Financial Strategy; and

i.         
To note a further report is due at Public Cabinet in
October 2024 which will provide a further update on the
Council’s Medium Term Financial Strategy.
