In accordance with
Rule 15 of the Overview and Scrutiny Procedure Rules of the
Council’s Constitution this item is exempt from the call-in
procedure.
 
RESOLVED
 
(1) 
That the 3 unitary authority business case for Local Government
Reorganisation in Lancashire be approved for submission to the
Ministry of Housing, Communities and Local Government.
 
(2) 
That the request to Government to postpone the 2026 local
government elections due to be held in Blackburn with Darwen be
approved.
 
(3) 
That delegated authority be granted to the Chief Executive, in
consultation with the Leader of the Council, to make any final
minor amendments required and submit the business case setting out
the proposal and a covering letter to the Ministry of Housing,
Communities and Local Government by 28th November
2025.
