RESOLVED
 

(1)  
That the proposed changes to the “Helping
People to Stay Happy Healthy Well (Prevention) recommissioning
including the following be approved:
 
-         
the commissioning intentions for the All-Age Carers
Commission, and the Information and Advice Commission.
-         
that, regarding the Support for Older People
commissioning intentions, a detailed follow up report would be
brought to a future meeting of the Executive Board and would
continue current provision on a rolling contract until this time.
An update on the outcome of the above tender would also be included
in the report.
-         
the revised total financial envelope for the Happy
Healthy Well offer on Page 5 of the report.
-         
That the Support for the Work Lot and Education
Aspirations of Vulnerable People Lot would not be
recommissioned.
-         
That on a pilot basis, a proportion of funds be
transferred from the budgets that currently contributed to the
Support for the Work and Education Aspirations of Vulnerable People
Lot to the Economy, Culture and Skills directorate.

 
(2) That the proposal to
incorporate the Learning Disability and Autism Partnership Board
recommission within the Information and Advice Commission be
approved.
 
(3) That, as associates to the
contracts and due to the proportion of the financial envelope being
funded from the pooled Better Care Fund,
it be noted that the above
decisions have been approved by Lancashire and South Cumbria
Integrated Commissioning Board Executive Board.
 
(4) That the resource
requirements to ensure successful implementation of the new
commissions including consideration of estates, communications and
marketing, Netcall changes and Mosaic
access for partners, be noted.
 
(5) That the procurement
approach set out in the report and a contract duration of up to
five years (3 + 1 + 1) be approved.
 
(6) That it be noted that in
relation to the tender process and contract awards, the Strategic
Director for Adults and Health would involve, engage and consult
Lancashire and South Cumbria Integrated Commissioning Board.
 
 
(7) That it be agreed that the
Strategic Director for Adults and Health be granted delegated
authority to enter into contract with the successful tenderers and
that this would be done in consultation with the relevant Executive
Members within the Council and would follow the appropriate
reporting process.
