RESOLVED
(1)
That, effective from 6 April 2026, a percentage
increase in fees for the following services be approved:
-
An increase of 6.01% for Residential and Nursing
care (including Intermediate Care beds).

An increase of 6.30% from £22.98 to
£24.44 per hour for Older People and Physical Disability
Domiciliary Care framework

A fee increase of 2.16% from £22.98 to
£23.48 per hour (daytime and waking night hourly rate) for
Learning Disability Supported Living Providers/Learning Disability
Accommodation based services. The difference between this and the
domiciliary care rate was a removal of 50% of the travel and fuel
allowed in the domiciliary care fee (which was not relevant to
Supported Living).

Sleep-in rate to remain the same at £9.78 to
£13.31 per hour (depending on contracted rate).

That the Extra Care schemes that were commissioned
on a block contract basis would receive an uplift of 2.16% on the
contracted rate.

That where 1:1 hours were contracted separately, the
fee would be based on the domiciliary care fee, but with 50% of the
travel and fuel allowance removed. The effect would be an hourly
rate of £23.48.

A fee increase of 2.93% on bandings for Shared
Lives.

An increase of 4.1% from £12.21 to
£12.71 per hour for Shared Lives daytime support

A fee increase of 6.95% to £13.45 per hour for
Direct Payments - Personal Assistant.

Direct Payments – that in line with
Domiciliary rates proposed above, the existing direct payment
agency rates for standard packages be revised, with an additional
5% for enhanced and exception agency rates.

That a fee increase of 3.80% would include the
Consumer Price Index rate of 3.6% and an additional 0.20% to
reflect potential pressures of implementing the Employment Rights
Act 2025, making a total increase of 3.80% for Supporting People.
These providers were block contracted by the Local Authority to
provide a range of services to support vulnerable people in the
Borough and would be subject to full review during
2026/27.

That the Day Care Services that were commissioned on
a block contract basis would receive an uplift of 3.8% on the
contracted rate.

That by the same inflationary uplift as the increase
in the grant received by the Council, the uplift to Public Health
contracts (where applicable), be approved.
(3)
That the borough uplifts, which reflected any host
authority increases, be approved.
