Decision

The purpose of this report is to seek approval to award the construction contract for the main works for the Warfield Community Hub in accordance with the procurement plan approved by the Cabinet in October 2024. A preconstruction services contract was awarded by the Council in August 2025.

Reasons for the decision

The Cabinet approved the delivery of the Warfield community hub, the strategic procurement plan and budget in October 2024. Within the strategic procurement plan the decision to award the main works contract was delegated to the Executive Director Communities in consultation with the Cabinet Member for Leisure, Culture, Public Protection and Democracy.

A preconstruction services contract was awarded by the Council in August 2025. Planning permission has now been approved for the hub and detailed design work completed. So there is now a requirement of award the main works contract which will commit part of the approved capital funding for the development of the proposed new community hub.

Alternative options considered

To delay or not award the contract for the main works - this will delay the delivery of the hub and increase the cost of delivery.
