Purpose

Skills - BOOST Breckland

Decision

To "Sign agreement with Norfolk
County Council for delivery of their “BOOST” programme
for 2025/26 financial year in the district and for Breckland
Council to commit £111,550.00 as contribution to the
programme from the UKSPF".

Reasons for the decision

This is in line with Breckland’s
“Skills Plan” and is a key contributor to helping
Breckland reduce the deficits we face across skills and employment
within the district. NCC will be match funding to the sum of
£89,988.80 to ensure the programme is successful.
 
Through the additional funds provided by NCC,
BOOST will be able to employ additional support workers to ensure
all of Breckland is covered, fund additional external partners to
provide bespoke packages to our residents and build relationships
with Breckland’s businesses to help with the transition from
unemployed to employed. The BOOST programme is a key part of
Breckland’s long term and immediate Skills plan needs with
the service being identified as an immediate requirement to support
the needs of our NEET (Not in Employment, Education or Training)
residents.
 
Recommendation: The “Boost”
Programme is a bespoke-designed service provided by NCC to support
and provided guidance and mentoring to some of our most vulnerable
residents. Through the work BOOST will provide we are expecting to
see a sharp rise in residents progressing towards upgrading skills
and or entering employment. Below are some of the key KPIs set out
for the BOOST programme.
