Purpose

The Cabinet intends to make a key decision in
respect of an extension to the Material Recycling Facility contract
under Rule 12 of the Access to Information Procedure Rules.

Decision

That Cabinet agrees to amend and extend the
current joint venture company contract with Norse Environmental
Waste Services Ltd (NEWS) for three years for the period 1 October
2027 to 30 March 2030 if agreement by all parties can be reached by
October 2025.

Reasons for the decision

The decision, the subject of this notice, is
required urgently and cannot wait until at least 28 clear days have
passed following publication of a Key Decision Plan
because the expiry date of the joint venture company contract
with Norse Environmental Waste Services Ltd (NEWS) (which is for
all seven Waste Collection Authorities in Norfolk  and Norfolk County Council as the Waste Disposal
Authority) is 30 September 2027. However, Councils are
entitled to extend by up to three years in relation to whole or
part of the contract therefore an extension can be agreed for the
period 1st October 2027 – 30th March
2030 if agreement by all parties can be reached by October
2025.
