Purpose

Norfolk Business Rates Pool 2025-26

Decision

To confirm to the Ministry for Housing, Communities &
Local Government (MHCLG), along with other Norfolk local
authorities, the Norfolk Pool’s intention to continue in
2025-26, using the MHCLG model of allocation in their standard
Memorandum of Understanding.

Reasons for the decision

To retain the levy income within Norfolk for re-investment
to support economic regeneration.

Alternative options considered

·        
Not to continue to
join the Norfolk Business Rates Pool. 
This would result in the levy payment being made to the Central
Government rather than being retained in Norfolk and Breckland and
Breckland would not receive any funding from the Norfolk
Pool.

Propose amendments to
the Norfolk Business Rates Pool before confirming membership (NB:
this would require agreement from all other Norfolk authorities who
form the Pool).
