To adopt the Strategy

Decision

RESOLVED to RECOMMEND to FULL COUNCIL that:

1)     The new Property Strategy 2024-2030 be adopted: Optimising our Property Estate.

2)     Delegated Authority be given to the Deputy Chief Executive, in consultation with the Deputy Leader and Executive Member to update the document as required.

Reasons for the decision

The Property Strategy is a key strategic document for the Council which will:

·        Ensure the Council has clear strategic governance regarding its decisions specifically in terms of acquisitions and disposals of property assets.

·        Provide a policy with specific policy statements, for the Council to manage its property assets over the life cycle of the asset in a consistent and cost-effective manner.

·        Ensure the property assets are managed to support and meet the corporate priorities and plan.

·        Provides a long-term vision to ensure the property assets remain economically sustainable, safe and fit for purpose.

·        Optimise the value of our property assets.

The above will be guided by the priorities and action plan in the strategy which sets out clear actions and methods for achieving the objectives of the strategy.

The Property Strategy will contribute towards achievement of numerous wider objectives set out in the Council’s Corporate Plan, such as our ambitions in relation to Working Smarter. It will also enable and support the delivery of the recently adopted new Housing Strategy.

Alternative options considered

Option 1 – Adopt the Property Strategy as proposed. The attached document would be published and updated on an ad-hoc basis as required.

Option 2 – Do not adopt the Property Strategy as proposed and suggest changes or amendments.
