Reasons for the decision
The Council requires the provision of Design
and Planning Services for the delivery of Staples Corner Growth
Area Infrastructure Projects. It has been determined that the most
appropriate means of providing the Design and Planning Services is
through the procurement of a contract by way of mini-competition
under the ESPO Consultancy Services Framework.
Alternative options considered
Officers considered whether the Design and
Planning Services could be provided by the Council itself but
concluded that they were best provided by consultants.
Officers reviewed a range of procurement
options, including conducting a bespoke tender process, but have
concluded that the use of the Framework is the most appropriate
means of procuring a contractor given the reduction in timescales
and efficient use of resources.
