That the Corporate Director Neighbourhoods and
Regeneration:
i)
Approves the award of contract for the provision of cycle training
delivery to Cycling Instructor Ltd for five years in the sum of
£475,000 by way of a direct award from the Lot 1 –
London Borough of Waltham Forest’s (“LBWF”)
Framework Agreement for the Provision of Cycle Training and
Associated Active Travel Services.
Reasons for the decision
The Council requires the delivery of cycle
training services. Council Officers have conducted a procurement
exercise under Lot 1 of the London Borough of Waltham
Forest’s (“LBWF”) Framework Agreement for the
Provision of Cycle Training and Associated Active Travel Services.
Following this process, Cycling Instructor Ltd was identified as
offering the most economically advantageous proposal in accordance
with the criteria set out in the Framework. Therefore, officers
recommend awarding the contract for cycle training delivery to
Cycling Instructor Ltd.
Alternative options considered
Officers consider that identification of the most economically
advantageous contractor using the Framework’s direct award
procedure is most appropriate for the procurement of the Contract
as the proposed awarded supplier is already delivering the cycle
delivery services in the borough and has been ranked first out of
five suppliers on Lot 1 – Cycle Training demonstrating the
supplier has met all criteria.
