Purpose
•
Discharge of all statutory licensing and
registration functions.
Key
Responsibilities
•
Licensing Act 2003 and Gambling Act 2005 functions
(except statements of policy).
•
Trading requirements, hackney carriage/private hire,
animal welfare, skin piercing, sex establishments, pavement
permits, charitable collections, camping/caravan sites/mobile
homes, scrap metal, game dealers.
•
Manage and monitor budgets in respect of
licensing.
•
Determining fees and charges relevant to the
committee.
•
Appointing representatives to outside bodies within
remit.
•
Advising the Scrutiny Committee on matters requiring
scrutiny.
•
The Licensing Committee delegates authority to its
Sub-Committees to hear and determine applications arising under the
Licensing Act 2003, Gambling Act 2005, and other relevant licensing
and registration functions, including but not limited to taxi
licensing and market trading, in accordance with statutory
requirements and Council procedures.
Licensing Sub-Committee
•
The Licensing Sub-Committee shall be comprised of
three Members of the Licensing Committee, selected on a
case-by-case basis and excluding substitutes. All Members must have
received appropriate regulatory training.
•
The Sub-Committee will be responsible for hearing
and determining licensing applications and appeals where objections
and/or representations have been received, in relation to any of
the functions delegated to the Licensing Committee.
