The Escalation Panel is a group that meets to review decisions that have been referred from a Policy Committee or a senior officer who is acting under delegated authority from a Policy Committee.     An escalation of a decision needs to be requested by a minimum of ten councillors who were not involved in the decision.    When a decision is referred to the Escalation Panel, it is put on hold until the Panel has made a final decision.    Any councillor can be part of the Escalation Panel, as long as they were not involved in the original decision.    You can read the full Escalation Panel Procedure Rules by clicking here.
