Purpose
To seek approval for the Council’s
future approach to Cashless Parking Payments and Pay & Display
infrastructure for on and off street parking including reducing the
number of Pay and Display machines throughout the city.
To seek approval for the procurement
arrangements for any goods or services required to implement and
maintain the agreed infrastructure over the next 10-15 years
(including any transitional period).

The Transport and Connectivity Policy
Committee:
1.
Approved the proposed reduction of Pay & Display machine
numbers as described in this report.
2.
Authorised the Executive Director of Growth and Regeneration in
consultation with the Chair of the Transport and Connectivity
Committee to take all steps required to procure and award a 10-year
contract (5+2+2+1 years) for cashless parking in-line with the
procurement routes and maximum budget envelopes outlined in this
report.
3.
Authorised the Executive Director of Growth and Regeneration in
consultation with the Chair of the Transport and Connectivity
Committee to invoke any subsequent extensions/variations
specifically defined in the contract(s) being awarded, up to the
maximum budget envelope outlined in this report.
4.
Authorised the Executive Director of Growth and Regeneration in
consultation with the Chair of the Transport and Connectivity
Committee to take all steps required to procure and award a
contract for Pay & Display machines replacement and subsequent
maintenance, in-line with the procurement routes and maximum budget
envelopes outlined in this report.
5.
Authorised the Executive Director of Growth and Regeneration in
consultation with the Chair of the Transport and Connectivity
Committee to take all steps required to procure a new interim
contract for Pay & Display machine operation and maintenance
in-line with the procurement routes and maximum budget envelopes
outlined in this report.
6.
Approved the funding mechanisms outlined in this report.
