Purpose

To seek approval to extend current electricity
supply arrangements by up to six months, and to note a change in
the procurement approach to that outlined in the previously
approved ‘Sleeved Pool’ electricity supply
arrangements

The Committee RESOLVED:
 

1.     
To approve a
deferral of the previously approved budget envelope of £33M
for the Sleeved Pool supply to BCC sites approved at the July 2024
meeting of the Environment & Sustainability committee, to apply
from October 2025 to September 2029 (a six-month delay), or from
the date that the Sleeved Pool arrangement goes live.
 

2.     
To authorise
the Executive Director for Growth and Regeneration, in consultation
with the Chair of the Environment and Sustainability Committee, to
enter into a new call off contract of 6 months + 6 months for the
sleeved electricity supply with TotalEnergies via Laser Energy, in-line with the
procurement routes and maximum budget envelopes outlined in this
report.
 

3.     
To authorise
the Executive Director for Growth and Regeneration, in consultation
with the Chair of the Environment and Sustainability Committee, to
enter into a new call off contract of 6 months + 6 months for the
Non-Half-Hourly and Unmetered electricity supply contracts via
Laser Energy, in-line with the procurement routes and maximum
budget envelopes outlined in this report.
 

4.     
Authorise
the Executive Director for Growth and Regeneration to invoke any
subsequent extensions/variations specifically defined in the
contract(s) being awarded, up to the maximum budget envelope
outlined in this report.
 

5.     
To note the
proposed procurement approach for establishing the Sleeved Pool,
with Ameresco leading the establishment of the Generation pool, and
BCC establishing the Demand pool.
