Purpose
To seek approval to accept and
spend Bristol’s 2025/26 grant allocations for the
Homelessness Prevention Grant, the Accommodation for Ex-offenders
(AFEO) scheme, the Rough Sleeping Accommodation Programme (RSAP),
the Single Homelessness Accommodation Programme (SHAP), and the
Rough Sleeping Initiative (RSI).

That Committee (unanimously)
RESOLVED:
1. To approve the report.
2. To authorise the Executive Director of
Growth and Regeneration in consultation with Chair of the Homes and
Housing Delivery Committee to enter into a grant
agreement/Memorandum of Understanding and to take all steps
required to accept and spend the Homelessness Prevention Grant
(HPG), the Rough Sleeping Accommodation Programme (RSAP), the
Single Homelessness Accommodation Programme (SHAP) and the Rough
Sleeping Prevention and Recovery Grant (RSP&RG) funding for
2025/26 as outlined in the report, including procuring and awarding
contracts (which may be over £500k) in line with the
procurement routes and maximum budget envelopes set out in this
report.
3. To authorise the Executive Director of
Growth and Regeneration in consultation with the Chair of the Homes
and Housing Delivery Committee to invoke any subsequent
extensions/variations specifically defined in the contract(s) being
awarded, up to the maximum budget envelope outlined in this
report.
4. To authorise the Executive Director of
Growth and Regeneration in consultation with the Chair of the Homes
and Housing Delivery Committee to bid for future funding from the
Single Homelessness Accommodation Programme (SHAP) and if
successful, to accept and spend the funding which may be over the
key decision threshold.
