Purpose
The project to implement a Corporate Landlord
model within the Council is part of the Property Transformation
Programme. The Corporate Landlord model underpins many of the other
workstreams within the programme and is a key priority for delivery
this year.
In autumn 2023, EY supported the first phase of this project, which
focused on identifying property-related spend across the Council
that can be centralised and delivered more efficiently. This
further phase of work is a continuation of this exercise and the
implementation of the centralised model. Therefore, EY have
familiarisation of the requirement, have established links with the
Council and can provide value for money support within the
timescales of the programme.
The Procurement Route selected for this project is a Direct Award
to EY LLP against the Crown Commercial Services Lot 4 - RM6187
(Management Consultancy Framework 3). The CCS framework is a
compliant route to market and allows for the direct appointment to
EY.
