Purpose
Bristol City Council (BCC) entered into a
contract with Bristol Waste Company (BWC) in 2021 to award the
provision of cleaning and security services for BCC departments,
including the Bottle Yard Studios (TBYS) to BWC.
Due to the bespoke nature of TBYS’s operations and strict
security and confidentiality obligations to its clients, it has
been acknowledged and agreed by both parties that a bespoke service
specification, KPI’s and contract would be created, between
TBYS and BWC.
The bespoke contract will enable TBYS to contract manage BWC
against a more appropriate set of KPIs, and ensure that security
services on site are operating at an optimum standard, in line with
client expectations.
In the event of a potential sale of TBYS in the future, the bespoke
contract will novate over any new owner, making this transition
smooth and maintaining business continuity.
The contract term is 2 years, with fixed costs agreed, with the
exception that TBYS would permit an increase in charges only if
such an increase related solely to an increase in the Real Living
Wage by central government.
The 18th March 2021 cabinet decision to award cleaning and security
services to BWC was as follows;

1. Approved the award of a contract for the delivery of the
council’s cleaning and security services to Bristol Waste
Company Limited from 1st June 2021, for a period of 4 +1+1+ 1 years
at a cost of circa £5.8million per annum.
2. Noted the exceptional arrangements for staff, the costs of which
are incorporated in annual cost of £5.8m
3. Authorised the Director: Workforce and Change, in consultation
with the Deputy Mayor for Finance, Governance and Performance, the
