Purpose

The current appointment is based on the
project being handed over on 29th September 2023, with two months
overlap in October and November 2023, but the 12-month defects
period still running from 30th September 2023 to 29th September
2024.
The revised and agreed programme and plan is for completion and
handover to now be 30th November 2023, meaning defects period will
run from 01st December 2023 until 30th November 2024. The building
will not be 100% complete on handover, so there will be some
ongoing works to be completed. In the run-up to handover, there are
number of test events being conducted out of hours (evenings and
weekends).
As set out in the Bristol Beacon Jan 23 Decision Pathway Report the
Bristol Beacon Transformation project has faced significant
challenges due to unforeseen issues with the building structure and
Covid-19.
Since the February 2021 Cabinet paper, the project has gained
significant momentum and made great strides towards completion but
has faced further pressures and continued challenges. The impact of
inflation and external influences on the budget has been
significant and the complex and flawed fabric of the building has
continued to cause problems negatively effecting time and cost. The
consequence of these issues are:
A) The loss of 17 weeks resulting in a practical completion date at
the end of August 2023 with an opening period though the Autumn of
2023 with a full commercial opening on 30 November 2023.
B) An increase in cost of £25m resulting in a total budget
required of £131.9m
In order to secure completion of the project, Cabinet approved an
increase in budget to Complete the project with full opening Autumn
2023 – Total cost of £131.9m. The project requires a
high quality, robust and rigorous approach to project and contract
management. This will be delivered under management of the Senior
Responsible Officer (SRO) by a Project Management Office (PMO) to
coordinate and manage all project actions including contract
management, supply chain management, stakeholder management and
monitoring and reporting functions.
The resource requirements have been clearly set out by the Project
Director and Head of Capital Projects. Arcadis the Council’s
Strategic Partner have provided a public procurement regulations
compliant proposal to provide these services that is acceptable to
cost, quality and time requirements. This decision will secure an
extension of the professional services needed to manage the project
after the Cabinet decision to practical completion and through the
defect’s liability period.
This approval will provide: -
• Additional resources time input between December 2023 and
March-24;Additional resources time input between April-2024 and end
of defects period; and Out of hours working in October 2023 and
November 2023.
