Purpose

As part of its Leisure Facilities Investment
and Procurement strategy, Bristol City Council wishes to remove
Kingsdown Sports Centre from the council’s leisure services
contract portfolio before the beginning of the new leisure services
contract (1st April 2023) and to find an alternative provider
through a commercial lease to operate and maintain the facility for
community sports provision. After completing the quality and social
value scoring and adding this to price weighting, the most
economically advantageous tender was Elite Sport.

That Elite Sport should be awarded the
commercial lease of Kingsdown Sports Centre for 25 years less five
days, and for it be entered into once it and the pensions transfer
agreement between the council and Elite Sport is complete.
