Purpose

This decision follows the previous Officer
Executive Decision (OED) on 13 September 2022, signed by the Growth
and Regeneration Executive Director approving spend of up to
£387,000, and later the OED signed by the Growth and
Regeneration Executive Director on 8 August 2023 approving spend of
£260,000.
This follows the cabinet decision on 5 October, 2021 which approved
“the receipt and expenditure of funding to deliver the
development and submission to WECA of Business Cases for each
project within the Strategic Corridors Programme, of up to
£3.5m” including £600k for the A4 Portway
Strategic Corridor. Also the later cabinet decision on 2 May 2023
which “authorised the Executive Director Growth and
Regeneration, in consultation with the Cabinet Member Transport, to
take all steps required to accept and spend additional WECA funding
to complete Business Cases for the Strategic Corridors Programme,
including procuring and awarding appropriate contracts (which may
be over the key decision threshold), up to a total expenditure of
£6.5m”
This project is key to Bristol City Council’s (BCC) aims of
delivering the Strategic Corridors programme, and Mass Transit. The
£144,000 required is for BCC-led design changes, not included
in the original scope, that are essential to delivering the output
of the preliminary designs.

Approval to spend £144,000 to procure
the services of the Strategic Partner to accommodate the Bristol
City Council instructed design changes for the preliminary design
work on the A4 Portway Strategic Corridor. In accordance with the
Cabinet decision made in May 2023.
