Purpose
As set out in the Bristol Beacon 24 January
2023 cabinet report the Bristol Beacon Transformation project has
faced significant challenges due to unforeseen issues with the
building structure and Covid-19. This resulted in the total budget
required for the project of £131.9m.
Although the building was commercially opened on the 30th November
2023, due to the significant and complex nature of the building and
building fabric, work has continued both internally and externally
to work towards practical completion and through the defects
liability period. This period will conclude in November 2025.
The resource requirements have been agreed by the Bristol Beacon
Project Board and have provided a public procurement regulations
compliant proposal to provide these services that is acceptable to
cost, quality and time requirements. This decision will secure an
extension of the professional services needed to manage the
conclusion of practical completion and through the defect’s
liability period.
This approval will provide: -
a. Completion of external works, specifically the construction and
implementation of hostile vehicle mitigations
b. Closure of Main Works defects and additional works, delayed by
rectification works
c. Project close out, including contract documentation.
d. Maintenance contract handover and agreements and additional
works using capacity and extending activities.
e. Organ voicing and BREEAM certification for all works
All works will be completed with the agreed project budget as
approved previously at Cabinet in January 2023.

To note the completion and the agreement of the Building Lease and
Collaboration Agreement between the council and the Bristol Music
Trust.
Alternative options considered
Option 1 - To return to the market either
through the open market or consultant frameworks and re procure
– not needed as the council has already procured a strategic
partner
