Purpose

To award Community Resilience Fund grants
following the application and assessment to begin a new programme
from August 2023- March 2026.
Recommendations have been reached through a participatory grant
making process which involved 100 members of the public and 25
Councillors. This process used deliberative democracy techniques to
help 6 area based groups and one equalities focused group reach
consensus about which projects they would recommend for funding.
This process delivered the ‘test and learn approach to
deliberative and participatory decision making with
communities’ approved at Cabinet.
This capital funding is available to be spent over three years from
1st April 2023 to 31st March 2026 to build the resilience of the
community and voluntary sector. All projects should be completed by
September 2025.

Approval of £4m Community Resilience
Fund for capital grants to community and voluntary groups as
described in Appendix A: CRF Organisations recommended for funding,
including £800,000 for dedicated grants for city wide
equalities communities.
Approval of additional £55,000 from the associated revenue
budget:
•£50,000 for capacity building support over the next 6
months, to enable successful grantees to develop their full project
plans
•£5,000 for operational expenditure to deliver the next
phase of the programme
