Purpose

To present the Committee with the plan for the
Transformation Programme 25/26 and the funding requirements for
approval.

Content

The Committee RESOLVED (unanimous vote in
favour):
 
1. To approve the funding envelope of
£32.5m to deliver the Change & Transformation Portfolio
2025/26, through the Transformation Fund originally set out in the
Bristol City Council Budget Report approved at Full Council
February 2025 and roll-forward element of the Transformation Fund
agreed as part of the Council Budget Report 2024/25.
 
2. To note that the current total
Transformation Fund available for 25/26 is £32.5 million; of
this, the Change & Transformation Portfolio in 2025/26 is
currently estimating £29.7 million.
 
3. To note the risk associated with the
requirement for funding to be raised through the raising of capital
receipts and the mitigation, should this risk materialise in the
context of committed and planned expenditure, would require
management through application of reserves on a short-term basis
until the disposals can be facilitated to replenish the
reserves.
 
4. To note that any request for funding based
on FUCR will be subject to alignment with the “Invest To
Save” (ITS) principles.
 
5. To note the allocation to the current
transformation programme business cases (ASC Transformation &
Improvement, Families First, Property and Tackling Homelessness)
and initial earmarking of funding to the programmes and projects
that have been proposed for 2025/26 but not yet started.
 
6. To note the Council’s decision
pathway process will be followed in relation to individual key
decisions for each programme/project as required, with the Chief
Executive Officer and Director of Finance in consultation with
Executive Directors (Transformation Board) with the authority to
approve business cases to the value <£500k and not
impacting two or more wards.
