Purpose
Bristol City Council is required to deliver
the Common Infrastructure Works (CIW) in 2025. These works are in
the vicinity of Brocks Bridge and straddle both BCC and University
of Bristol (UoB) land. They will enable Temple Island for future
development by LandG and connect the utilities into Brocks Bridge
and onto the mains network.
The works include: 1) removal of existing outfall 2) river wall
repairs in anticipation of 3) installation of a new surface water
outfall to the River Avon 4) the associated drainage works south of
Brocks Bridge 5) Highway and parapet works to Brocks Bridge and the
new section of road south of the bridge extending into the UOB and
Temple Island development site. The highway works will include the
1) parapet modifications 2) drainage 3) lighting 4) district
heating and 5) other buried services installation in the
area.
The project team has been optimising the design of these works to
ensure they are necessary to deliver the project's objectives and
fulfil the enabling works requirements set out in the funding
agreement with WECA and suitable for the future development.
The project will award this project to the existing works
Contractor Sanctus Ltd who are currently mobilised on site
delivering the enabling works to the main Temple Island site. They
are best placed to deliver the works as they have installed all the
services that will connect into the CIW utilities, and they are CDM
Principal Contractor responsible for safety and access across the
entire site. They are already in contract and therefore using the
contractual process, their fees and prices for the works have been
reviewed and challenged, due diligence has been undertaken on their
proposal. The project team are confident that Sanctus provide best
value for money, as well as best option for safety and speed of
delivery.

Decision required to allow the project to
spend £1,200,000 + VAT of project budget to Sanctus Ltd
contractors.
This commission will be captured as a Compensation Event (number
CE51) under the existing Works Contract with Sanctus Ltd for the
Temple Island Enabling Works.
Alternative options considered
The alternative options are to not complete
the works which will impact the project being able to finish the
Enabling Works on Temple Island and failing to meet the Council's
commitments to WECA and our future developer's Development
Agreement Conditions. The other option is to procure the works
through an open tender or an existing framework supplier. Having
undertaken a review of the procurement options and consulted with
Procurement and Legal partners, it has been agreed by Project Board
to award the works directly to Sanctus Ltd using a Compensation
Event. This will ensure the best value for money and will be safest
and fastest route to completing the works. The project have
completed a detailed review of the quotation from Sanctus with the
project cost consultant, to ensure the cost is comparable with
market rates.
