Purpose

On 2 July 2019 Cabinet approved a project
budget of up to £0.5m to support the development of
proposals for the Temple Island site. This funding was to be
utilised for internal BCC staff time and fees, professional
consultancy fees, site and survey work and including an appropriate
contingency allowance.
CBRE Limited was appointed under a direct award through the Crown
Commercial Service (CCS) Framework Contract in May 2024 to provide
the required professional property consultancy services. The
Framework is made up of separate Lots comprising Agency and Lease
Management, Surveying and Strategic Advice, Valuation and
Compulsory Purchase Order and allows CBRE to charge for services
provided against each Lot subject to an agreed time charge and
cap.
The purpose of this decision is to allow professional property
consultancy fees of up to £110,000 exclusive to be spent from
the Temple Island enabling works project budget.

The alternative option is not to proceed with
the existing CCS Framework Conract. This option was discounted as
CBRE has already contracted directly with the council to meet its
