Purpose

An Urgent Key Decision was requested: Approval
to spend up to £0.9 million on a specialist healthcare
provider for a child in a BCC Disabled Children’s Home.
Background/ Reasons:
A child has been a resident of a BCC disabled children’s home
since 2023.This child has very significant healthcare needs which
are currently being met by a specialist healthcare provider,
Daytime Healthcare, and paid for by BCC.
Internal BCC approval for this expenditure expired in May
2025
This Urgent Key Decision is required to approve the continued use
of this provider for a period of up to nine months from 1 November
2025 at a cost of £0.1 million per month
The approval requested is for an initial three months at £0.1
million per month and then six one-month extensions for a further
£0.1 million each giving a total of £0.9 million.
This arrangement will be reviewed as part of the ongoing
negotiations with Integrated Care Board (ICB) concerning the
significant healthcare needs of this child.
Whilst a proportion of these costs have already been invoiced to
the ICB in 2025/26, these invoice have yet to be paid. It is
expected that the negotiations with the ICB will result in them
funding more or all the healthcare needs of this child within the
next nine months.
Note from Commissioning:
The proposed route to market is PSR Process A. This route is
applicable when there is a supplier currently in place providing
the contract and that supplier is the only capable supplier. These
conditions are met as Framework providers were not able to supply
the staff required to meet the complex needs of this child and
Daytime Healthcare were the only provider identified with the
capability.
