Purpose

Due to contractors leaving the existing
Responsive Repairs Framework, there are areas of the city with
limited contractor support for Responsive Repairs.
The team require an additional contract to provide relief for these
areas where we can issue work to cover any gaps in capacity within
the framework.
Direct Award can be facilitated via Procurement for Housing’s
Responsive Repairs and Void Property Services Framework to access a
knowledgeable contractor with available capacity.

Content

Decision is to Direct Award to Jeff Way
Construction Ltd due to their availability and history in dealing
with this scope of works, as well as Bristol City Councils existing
relationship with the contractor. These factors will minimise the
mobilisation timeline, and allow the service to more quickly issue
orders and resolve repair requests in tenanted properties.

Alternative options considered

Option 1 - Open tender for a works contractor
- this option was considered and rejected due to the additional
time it would take, above and beyond a framework award, to prepare,
advertise and evaluate a competitive tender. This would take
additional time and add delays to the process.
Option 2 - Open tender to replace the main Responsive Repairs
framework – this option has been considered but is not
possible in the timeframe available. The service intends to go to
tender to replace the framework as a whole in 2026.
Variation to the existing Responsive Repairs Framework – This
option was considered and discussed with BCC’s legal team,
but was not possible within the scope of the existing
contract.
Option 3 - Resourcing internally – The long-term intention
for the team is to grow and resource to undertake more repairs
internally; however, this is not feasible in the timeframe that the
service is required.
