Purpose

To provide an update on the new Renters Rights
Act and implications for Bristol City Council.

The Committee (unanimously)
RESOLVED:

To endorse the approach as
set out in the report to continue to understand government guidance
and prepare for implementation of the Renters’ Rights Act
2025.

2.     
To note that revisions to the Private Housing Enforcement
and a new Civil Penalty policy will also need to be undertaken in
light of new guidance which has been published:
Civil penalties under the Renters' Rights Act 2025 and other
housing legislation - GOV.UK.

To note that work has started
on drafting a new Civil Penalty Policy for deciding the amount of
penalty for housing related offences and public consultation is
planned in Spring 26. A further report will be brought back to the
Committee in relation this.

 
The Committee (four in favour and four
abstentions) RESOLVED:

1.     
To endorse the approach to recommence the development of the
Private Rented Sector Strategy on the basis the regulatory and
legal framework.
