Purpose
Cabinet decisions on 9 March 2021 “Land
Disposals to Goram Homes to Support Housing Delivery” and 3
March 2022 “Goram Homes – Pipeline of Housing
Development Sites 2022” authorised the Executive Director of
Growth and Regeneration in consultation with the Cabinet Member for
Housing and the Director of Finance to approve the transfer of land
at Hengrove Park to Goram Homes Limited on terms to be
agreed.
The site benefits from outline planning consent (19/02632) for up
to 1,435 dwellings (Class C3); up to 4,515sqm of office
accommodation (Class B1a); up to 4,500sqm of education floor space
to enable the expansion of City of Bristol College Skills Academy
(Class D2); 790sqm community building (Classes D1/D2); sports
pavilion of up to 420sqm (Class D2); scout hut building of up to
200sqm (Class D2); up to 2,440sqm of commercial floor space
(Classes A1/A2/A3/A4/A5/D1 - provision of A1 floor space not to
exceed 800sqm and total A1-A5 space to be capped at 1,499sqm); and
provision of energy centre for communal heat and power. Reserved
Matters Approval (23/02376/M) for phase 1b was granted 10 May 2024.
A reserved matters application for phase 8 is due to be
submitted.
The Council entered an option agreement with Goram Homes on 18
December 2025. Goram recently exercised the option by service of an
option notice to acquire part of the site (phases 1b and 8) in
accordance with the terms of the agreement. The land contract is in
an agreed form and ensures all key contractual terms and safeguards
for the Council including best consideration.
