Purpose
To seek approval to extend the council’s
current electricity supply contracts
for twelve months to ensure continuity of supply and
cost certainty while the replacement Sleeved Pool contract is
re?tendered and awarded.
Content
That the Strategy and Resources Committee
(unanimous vote in favour):
Approve the deferral of the
previously approved budget envelope of £33M for the Sleeved
Pool supply to the council sites approved at the July 2024 meeting
of the Environment & Sustainability committee, to apply for a
four year period from the date that the Sleeved Pool arrangement
goes live.
Authorise the Executive Director for
Growth and Regeneration, in consultation with the Chair of the
Environment and Sustainability Committee, to take all steps
required to enter into a new call off contract of 12 months for the
sleeved electricity supply with TotalEnergies via Laser Energy, in
line with the procurement routes and maximum budget envelopes
outlined in this report.
Authorise the Executive Director for
Growth and Regeneration, in consultation with the Chair of the
Environment and Sustainability Committee, to take all steps
required to enter into a new call off contract of 12 months for the
Non-Half-Hourly and Unmetered electricity supply contracts via
Laser Energy, in-line with the procurement routes and maximum
budget envelopes outlined in this report.
Authorise the Executive Director for
Growth and Regeneration to invoke any subsequent
extensions/variations specifically defined in the contract(s) being
awarded, up to the maximum budget envelope outlined in this
report.
That the Committee for Strategy and Resources
noted:
The cost envelope requested reflects
the budgets set for the extension period, however the forecast cost
of electricity usage for the duration of the requested extension
currently exceeds the available budget. Council officers will seek
to introduce measures to reduce energy usage and limit overall
spend to within the approved cost envelope.
