Purpose
This is a delegated decision to submit the Bedminster Bridges Full Business Case (FBC) to West of England Mayoral Combined Authority (MCA). The project is funded via a mix of City Region Sustainable Transport Settlement (CRSTS) and Section 106 contributions. The Outline Business Case (OBC) was approved by the Transport and Connectivity Committee on 20 March 2025. At that meeting, authority was also granted to delegate approval of the subsequent FBC to the Executive Director for Growth and Regeneration, in consultation with the Chair of the Transport and Connectivity Committee.
Decision
Following the development of the Bedminster Bridges FBC, the Executive Director for Growth and Regeneration, in consultation with the Chair of the Transport and Connectivity Committee, has approved the submission of the FBC to the West of England Mayoral Combined Authority (MCA). This decision enables the project to progress to the next stage of the assurance process, securing the necessary approvals to access allocated funding and move towards delivery of the scheme in accordance with the agreed programme.
Alternative options considered
The only alternative to submitting the FBC to the West of England Mayoral Combined Authority (MCA) would be to defer or not proceed with submission at this time. This option was not taken forward as submission of the FBC is required to secure funding approval and enable progression of the Bedminster Bridges project in line with agreed programme and governance requirements. Failure to submit the FBC would delay decision-making, risk the loss or reallocation of allocated funding, and postpone the delivery of planned transport improvements. No other reasonable alternative options have been considered, as this decision relates to the next required procedural stage in the business case process following approval of the OBC.
