Purpose

It is proposed to procure a mechanism to
purchase end user IT devices (Laptops, Tablets etc.) so that the
council only buys what it needs and is not compelled to spend the
total contract value.
The total budget envelope should be sufficient for 2024/25 needs,
enabling devices to be provided to new employees and to replace
broken equipment.
There is a fundamental risk to service provision if new staff
cannot be provided with the basic technology required to do their
jobs, or if existing staff cannot replace broken or lost
equipment.
Without a new procurement process, there is a risk of procurement
breach due to the volume and cost of devices forecast to be
required.

Content

Authorise the Head of IT Operations in
consultation with Chair of the Strategy and Resources Committee and
Director: Policy, Strategy and Digital, to procure and award an End
User Device call-off supply contract up to a maximum value of
£450,000.
Authorise the redirection of up to £450,000 existing capital
funds from the ICT Refresh and Upgrade Programme ‘Project:
Switches / Servers’ to ‘Project: Laptop/Desktop
Upgrades’
Authorise the Director: Policy, Strategy and Digital to invoke any
subsequent extensions or variations specifically defined in the
contract(s) being awarded, up to the maximum budget envelope
outlined.
