Purpose

The Contract is being awarded following a
procurement under the Procure Partnerships Framework, where Speller
Metcalfe submitted the most economically advantageous tender. For
the second stage of the design and build procurement Speller
Metcalfe developed a detailed set of contractor’s proposals,
which were submitted to the Council in June 2024 and are being
accepted through the contract award. The decision has been made in
accordance with the budget and delegated authority approved by
Cabinet in June 2023.
