To agree a new lease at the subject property

Reasons for the decision

The Parish Council has leased the property
from the Council (and it’s predecessors) since 1967, using
the land as a public playground. The terms of the new lease are
line with the current market conditions. The proposed letting will
support delivery of the
Council’s services and meeting the Council’s
obligations under Section 123 of the Local
Government Act 1972.

Alternative options considered

To not agree a new lease and to remarket
the property. However, the property is of an uncommon asset class
and it is unlikely another tenant would be found providing a free
to use public facility. Alternatively, the Council could retain the
playground in-hand for Parks and Open Spaces to manage. This would
result in lost revenue, additional liability and expense for
Buckinghamshire Council. There is currently no available internal
resource to absorb this function.
