confidential appendices to this report, which are exempt by virtue
of paragraph 3 of Schedule 12A of Part 1 of Schedule 12a of the
Local Government Act 1972 because they contain information relating
to the financial or business affairs of any person (including the
authority holding that information).

Decision: To approve freehold transfer of George Pass Avenue,
Winslow to Buckinghamshire Council.

Reasons for the decision

On the 26th April 2016 the Council (Aylesbury
Vale District Council at the time) acquired land known as
‘Site of the Proposed Railway Station, Winslow’ from
Crevichon Properties Limited (CP) for the purposes of constructing
Winslow Train Station and associated car park.

Under the terms of the Transfer, CP retained ownership of the
‘access road’ to the station as it also provided access
to their retained, neighbouring, land. The intention was that CP
would continue to maintain the ‘access road’ until such
point they were able to get it adopted by the Council’s
Highways Section.

The ‘access road’ was adopted 23rd December 2025 and is
now known as George Pass Avenue.

CP have now disposed of their neighbouring retained land (which
also included the site of the new Sir Thomas Freemantle School)
leaving only George Pass Avenue remaining in its ownership.

Considering that George Pass Avenue has now been adopted by the
Council; CP have approached the Council seeking a transfer of their
freehold interest to the Council.

The transfer terms are contained within the Confidential
Appendix.

Alternative options considered

The Council does not proceed with proposed
Transfer. No cons/risks associated with not proceeding with
proposed transfer. George Pass Avenue remains adopted regardless
and this should be viewed as a title tidying exercise.
