Approval to proceed to statutory consultation
without
informal consultation for all HS2 & SEALR Traffic Regulation
Orders.

Approval to proceed to Statutory Consultation for the
implementation of Batch 1 (listed in report) of Traffic
Regulation Orders to support the works being currently being
undertaken by HS2 and also for South East Aylesbury Link Road
(SEALR).

Acknowledge the introduction of shared cycleways within the highway
on South East Aylesbury Link Road (SEALR) and Stoke Mandeville
Relief Road (SMRR).

Reasons for the decision

To ensure Traffic Regulation orders are
implemented that are required following the agreed changes to the
highway implemented by HS2 and for SEALR to ensure appropriate
speed and movement orders can be implemented for safety and allow
enforcement to take place.

Alternative options considered

Full scheme appraisals have been undertaken by
Buckinghamshire Council and Buckinghamshire Highways throughout the
HS2 design process and also the SEALR design process. This has
included both the agreement on highway changes (HS2 Act Schedule

approvals) and planning authority approvals (HS2 Act Schedule 17
approvals). Design options have been considered at each location
and the proposals are agreed to provide the best solution
considering:

• highway safety.
• appropriate design standards.
• planning requirements including site constraints including
land dedicated by the HS2 Act.
