Alternative options considered

Take back possession and re-market the property:
Benefit - A new tenant may be found who has a stronger covenant.
Disbenefit - If the lease is not agreed and a new tenant cannot be found in a reasonable time frame, the property would drain council resources and funds to keep the building in repair while it is vacant and disruption for the families during any period of closure.
