The Vale of Aylesbury
Local Plan set out a vision and framework for sustainable growth
across the North and Central planning areas for the period up to
2033. Policy D-HAL003 of the Vale of Aylesbury Local Plan set out
the requirements for the delivery of the RAF Halton site
allocation. This policy required the preparation of a Supplementary
Planning Document to ensure a comprehensive development of the
site. The site lay within the parish of Halton between Halton
Village and Wendover. It was located entirely within the Green Belt
and borders the Chilterns Area of Outstanding Natural Beauty (AONB
- now known as National Landscapes). Approximately half of the site
was undeveloped with the other 50% previously developed land. The
site had a number of heritage assets including listed buildings,
Non-Designated Heritage Assets and part of the Registered Park and
Garden for Halton House.
The SPD (appendix A to
the report) set out the requirement to provide at least 1,000
dwellings, a new primary school and local centre, taking account of
the adjacent settlement character, whilst retaining the openness of
the Green Belt. The site was currently in operation and was due to
be decommissioned in 2027. Therefore development was expected to
come forward towards the latter end of the Vale of Aylesbury Local
Plan period (2033). Currently no planning application had been
submitted for this site.
RESOLVED –
That
the RAF Halton Supplementary Planning Document be
ADOPTED.
